Acknowledgments

We thank the National Science Foundation programs in political science; methods, models and measurement; and geography for research support (grant SBR-9321212 to Gary King), and an unrestricted donation of electoral data to the Harvard-MIT Data Center from a now-defunct, but then officially nonpartisan foundation (called ``Fairness for the 90s''). These electoral data included a donation of the largest set of U.S. precinct-level electoral data ever assembled in one place (originally collected to aid minorities during redistricting). We thank Bill Krump for arranging the donation and for physically driving a large moving van to Cambridge with all the materials.
